TERRI CARVER
State Senate District 9

Terri served in the United States Air Force as a JAG (military lawyer) and retired as a Colonel after 29 years of combined active duty and reserve service.

Terri is a former State Representative from 2015-2022, serving the citizens of House District 20. She is proud that a significant number of the bills she carried came from issues raised by people in the district and local officials in El Paso County.

During her tenure in the State Legislature, she was known for her successful legislation.  Here are a few of her legislator awards:

• Elected Women of Excellence Award 2019 (National Federation of Women Legislators) – One of the two Colorado women legislators selected for the award.

• Colorado Fraternal Order of Police Legislator Award

• Faith, Family, and Freedom Award (Centennial Institute)

• Colorado Springs Military Spouse Coalition Award (June 2020) – Recognized for work on passage of military spouse occupational licensing reform

• Colorado United Veterans Coalition Legislator of the Year 2019

 

Terri has been active in the community for many years including:

• American Legion Tri-Lakes Post 9-11 (Vice Commander 2023-June 2025)  

• VFW Auxiliary Post 7829

• Southern Colorado Women’s Chamber (Chair, Public Policy Committee June 2023-March 2025) 

• Tri-Lakes Chamber of Commerce (Public Policy Committee member)

• Southern Colorado Human Trafficking Task Force Board Member

• Colorado Springs Chamber

• The Home Front Cares, volunteer 2012-2014

• Teacher Liaison, Space Foundation 2005-2014

• Colorado Springs Utilities Policy Advisory Committee 2009-2013

 

Terri’s prior work experience includes:

• College instructor on energy development and environment; space law and policy

• Congressional aide to Rep. Virginia Smith (R-NE) during the Reagan Revolution
