Since Leaving Office (2023-2025)
Terri's fight for improvements in our election system has continued since leaving office in 2022. In 2023, she wrote to House committee members to vote for HB23-1055 to prohibit voting machines with the capability of a wireless connection. This good bill was killed in committee.
Terri understands Colorado must carefully evaluate viable paths to achieve these necessary reforms. She believes the majority of Coloradans support these measures, and if they cannot be passed through the legislature, particularly as the outcomes of the 2026 elections for the legislature, Governor, and Secretary of State become clear, then the people should have the opportunity to decide through ballot initiatives.
Terri also supports working with Republican leaders at both the state and federal levels to advance meaningful election law reforms in Colorado. Partnering with Republican members of Congress and the Trump Administration will be an important part of that effort. In her view, lasting reform will require a unified Republican team focused on delivering results for Colorado voters.
Discussions with El Paso County Clerk Steve Schleiker have led Terri to support two additional measures aimed at strengthening election integrity:
Require that “motor voter” registration allow citizens to choose a party affiliation, and eliminate the government-mandated “default” to unafilliated voter registration when you get a CO driver’s license.
Require the Secretary of State to do more comprehensive updates to voter registration rolls to exclude noncitizens and to delete those who have moved or died; mail ballots should ONLY be sent to those eligible to vote. Stray ballots invite mischief in elections. The El Paso County Clerk’s office is ahead of the rest of the state in updating voter registration rolls—we must require these steps be taken state-wide.
